EU leaders have for the first time agreed to link payment of funds to a member state with respect for the bloc's legal norms -- though Poland and Hungary say they blocked tougher planned measures
New European Commission President Ursula von der Leyen was sworn into office on Sunday. She has set a plan and goals she wants to achieve in her five-year term. Von der Leyen will be however facing some challenges in return.
